(Oregon Right to Life) — New guidelines from the U.S. Department of Health and Human Services (HHS), along with provisions within the proposed 2027 federal budget, are set to cut back at least some federal funding from Planned Parenthood next year. It remains unclear whether Congress will extend the full federal defunding of Planned Parenthood, which is currently set to expire on July 4.
On Friday, April 3, the HHS released new guidelines for 2027 that would explicitly deny further Title X funding to Planned Parenthood, Live Action reported.
“None of the funds appropriated under this title shall be used in programs where abortion is a method of family planning,” the HHS notice states, affirming that the “Hyde Amendment expressly prohibits the use of federal funds administered by HHS to pay for elective abortion.”
Andrew Nixon, a spokesman for the HHS, said the new guidelines are “matched with agency priorities,” Politico reported.
The news comes after the federal government released frozen Title X funds to Planned Parenthood, provoking strong expressions of disappointment from prominent pro-life advocates.
In a March 31 press statement, Susan B. Anthony Pro-Life America President Marjorie Dannenfelser described the release of Title X funds to Planned Parenthood this year as “an inexplicable slap in the face to the pro-life GOP base.” Dannenfelser argued that stopping the funds from going to the abortion giant “should have been ‘Day One’ policy in the second administration. Instead, we are 14 months in and this hasn’t been prevented.”
In comments to The Daily Wire, White House spokesman Kush Desai said Friday that no more Title X funds would be awarded to Planned Parenthood going forward, explaining that “the administration faced significant legal challenges in stopping any of these dollars from going out.”

The ultimate ending of Title X funding for Planned Parenthood isn’t the only cutback of federal funding to the abortion giant on the horizon for next year.
The Trump administration’s proposed budget for the 2027 fiscal year includes provisions that would partially defund Planned Parenthood, Live Action reported. One provision explicitly prohibits entities that perform elective abortions from receiving funds under the Labor, Health and Human Services appropriations bill. Another would block funds to nongovernmental or international organizations that fail to comply with the January Protecting Life in Foreign Assistance rule, which expands the Mexico City Policy banning the federal funding of entities that perform or promote abortions.
Additional life-affirming provisions include the elimination of federal dollars for the Teen Pregnancy Prevention Fund (TPPF), which has supplied millions of dollars to Planned Parenthood; and codifying the prohibition on using aborted fetal tissue in research; among other provisions.
Planned Parenthood has already been temporarily stripped of federal dollars since the passage of the July 2025 “One Big Beautiful Bill.” Though the defunding is temporary, the abrupt loss of federal dollars has already triggered the permanent closures of abortion facilities across the country. It remains unclear whether Congress will extend the full defunding past the July 4 expiration date.

A Knights of Columbus Marist poll published in January found a majority of Americans (54%) across the political aisle oppose the use of taxpayer dollars to fund abortion. A new Pew Research survey found that just 23% of Americans said abortion should be legal in all cases, compared with 38% who said abortion should be illegal in all or most cases.
Despite this, pro-abortion states including Oregon have adopted measures to backfill funding for state Planned Parenthood facilities. In the last 12 months alone, the Oregon legislature added $10 million to Oregon Planned Parenthood’s budget and allocated an additional $7.5 million in emergency funds.
During this year’s legislative session, Oregon lawmakers approved HB 4127 to require the Oregon Health Authority to adopt a permanent mechanism to fund the state’s Planned Parenthood facilities. Oregon Right to Life, along with pro-life lawmakers, medical professionals, a former Planned Parenthood employee, and hundreds of constituents, strongly opposed the bill.
“Oregon Right to Life has been clear and consistent: abortion ends the life of a unique, developing human being,” Oregon Right to Life Political Director Sharolyn Smith testified against the bill. “It is precisely because we care about women, children, and families that we are raising concerns about HB 4127.”
Oregon’s pro-abortion governor Tina Kotek signed HB 4127 on Monday, April 6.
