Report: Oregon Planned Parenthood Facilities Running Out of Money After Federal Defunding

Pro-abortion lawmakers have vowed to buoy Planned Parenthood with state subsidies to offset the loss of federal funding.

(Oregon Right to Life) — Oregon Planned Parenthood facilities are reportedly being forced to “dip into their savings” after the U.S. Congress last summer passed a budget bill temporarily stripping federal taxpayer dollars from the abortion giant. Pro-abortion lawmakers have vowed to buoy Planned Parenthood with state subsidies to offset the loss of federal funding.

In an October 21 report by The Lund Report, Christopher Coburn, executive director of Planned Parenthood Action Oregon, said the “goal” of the abortion corporation “is to provide care [sic] to as many people as long as possible.” However, he said, “affiliates are very clear-eyed that without support from the state they’re going to have to make tough decisions about how long they can continue to care [sic] for Medicaid patients without getting reimbursed.”

The Republican-led Congress passed the “One Big Beautiful Bill” reconciliation measure in July, which included a provision cutting taxpayer funds for Planned Parenthood for a year. The move strips hundreds of millions of dollars of funding from Planned Parenthood and is expected to lead to the shuttering of roughly 200 abortion facilities nationwide, mostly in states where abortion is presently legal. 

In Oregon, a 2025 budget bill allocated $10 million in state funding over the next two years to shore up Planned Parenthood in anticipation of the federal cuts, The Lund Report pointed out. That boost in funding comes after Oregon’s Democrat-led legislature approved $15 million in support in 2022, just ahead of the U.S. Supreme Court’s ruling overturning Roe v. Wade and Planned Parenthood v. Casey. Oregon has long used state tax dollars to fund a majority of abortions, with the latest data indicating that over 80% of abortions performed in Oregon – where the practice is legal through all nine months of pregnancy for any reason – are paid for using Oregonians’ tax dollars.

As Planned Parenthood facilities begin to experience the impacts of the federal defunding, pro-abortion lawmakers in Oregon have pledged to increase funding for abortion facilities to offset the impact of the Trump administration’s cuts.

Last month, the Oregon House Majority Office announced that House Democrats would be creating a workgroup including Democratic House and Senate members, as well as representatives from Oregon Planned Parenthood affiliates, to protect abortion access. The group met for the first time last month.

In his remarks to The Lund Report, Coburn said that, during the workgroup’s first meeting, they talked about the ways Planned Parenthood facilities in Oregon will be impacted by the federal defunding. 

Oregon House Majority Leader Rep. Ben Bowman of Tigard, who founded the workgroup, said in a statement that “[t]he Trump administration and the Republican Party are trying to strip away access to abortion.” He vowed that “[w]e will not let that happen in Oregon.”

This month, workgroup members plan to meet again to work on a report to present during the 2026 legislative session recommending ways to increase state funding for Planned Parenthood.

In a statement last month, Oregon Right to Life Executive Director Lois Anderson pointed out that Planned Parenthood is fundamentally an abortion business, not a health care provider, and that it profits from offering abortion rather than life-affirming resources to vulnerable women and families. She urged Democrats to focus on ensuring women and families can receive life-affirming care rather than expanding abortion access.

“Rather than supporting moms, as pro-life pregnancy resource centers and maternity homes do every day right here in Oregon, Planned Parenthood actually targets, not helps, the ‘poorest and most vulnerable’ by deceptively offering the trauma of abortion as the solution,” she said.

The data show that Planned Parenthood is primarily an abortion business – despite ongoing claims that the majority of services its facilities provide are not surgical or chemical abortions –  and that its non-abortion services are already readily available.

In reality, Planned Parenthood does not offer mammograms, provides an estimated 1% of the nation’s pap tests, and performs less than 2% of the nation’s HPV tests, while routinely performing an outsized percentage of abortions. In 2022-2023, Planned Parenthood facilities performed a record 402,230 abortions, approximately 40% of all abortions nationwide. Abortions make up over 95% of Planned Parenthood’s pregnancy resolution services across the country, according to the organization’s annual reports.

Meanwhile, the non-abortion services provided by Planned Parenthood facilities are already available at other clinics throughout the state. For example, breast and cervical cancer screening and STI testing are available at many clinics across Oregon, covered by the Oregon Health Plan, Oregon’s version of Medicaid. Planned Parenthood’s latest report indicates a significant decline in non-abortion services alongside a record number of abortions.
