(Oregon Right to Life) — Oregon abortions reached their highest number since 2009 last year according to newly published state data. However, late abortions and procedures for out-of-state residents declined.
Oregon Health Authority (OHA) published its finalized abortion numbers for 2025 earlier this month, reporting 10,495 abortions had been performed last year – the most since 2009, when 10,801 abortions had been reported.
In a press release, Oregon Right to Life Executive Director Lois Anderson urged Oregonians not to “become numb” to hearing about the many thousands of unborn lives lost each year.
“Last year, abortions in our state reached a near record high,” Anderson said. “In the past ten years, abortion has ended the lives of 96,623 unborn babies – babies who should today be known and loved in our community. When will Oregonians finally say, ‘enough is enough’? We cannot become numb to this ongoing tragedy.”
Though indicating a disturbing increase in the overall number of abortions, the OHA data for 2025 also show a decline in the number of late-term abortions and a notable slowdown in abortion tourism. 228 abortions performed in Oregon in 2025 were carried out at or after 23 weeks gestation, down from 284 in 2024.
With respect to abortion tourism, 1,445 (13.8%) of all Oregon abortions in 2025 were for out-of-state residents, down from a record 1,861 (18.9%) the prior year. This marks the first time since 2021 that the percentage has ticked downward.
In Eastern Oregon’s Malheur County – which borders Idaho and had reported zero annual abortions prior to the 2023 opening of a Planned Parenthood facility – the change is even more significant. Last year, the county recorded less than half the number of abortions (391) than in 2024 (876). The rate of out-of-state abortions in Malheur County remains high, however, with 90.3% of all 2025 abortions in the county being for out-of-state residents.
While declines in these numbers come as welcome news for pro-life advocates, the reports are part of a broader trend connected to the prevalence of chemical abortion drugs. Nationwide, travel for abortion is down as more women order abortion pills online due to loosened federal safety regulations. An FDA safety review currently underway could restore some of the prior regulations on the drugs’ prescription and distribution.
