Bill That Would Defund Planned Parenthood Awaits US Senate Approval

(Oregon Right to Life) — The U.S. Senate could vote within days on a bill that would strip federal funding from America’s largest abortion corporation, Planned Parenthood.

The federal budget reconciliation bill – dubbed the “One Big Beautiful Bill” – is now before the U.S. Senate after narrowly clearing the House of Representatives in a 215 – 214 vote late last month.

The Senate version of the bill retains language from the House version that would eliminate federal funding for Planned Parenthood by barring entities that provide abortions from receiving Medicaid dollars. 

Planned Parenthood, which performs roughly 400,000 abortions every year, currently derives approximately 40% of its annual revenue from federal grants and reimbursements.

A Senate vote on the “One Big Beautiful Bill” could be coming in days or weeks. Republicans had set a deadline of July 4 to pass the hefty bill, though internal squabbles over some of the bill’s provisions have stalled forward progress, throwing the accessibility of the deadline into some question.

But whether or not Americans will see a final vote on the bill by Independence Day, pro-life advocates have responded with enthusiastic support for the legislation.

“Taxpayer dollars should not be used to support organizations like Planned Parenthood that profit from ending lives,” National Right to Life President Carol Tobias said in a statement shared with Oregon Right to Life. “We commend members of the Senate Finance Committee for their work to uphold the will of the American people.”

“American citizens should not be forced into funding abortions,” Tobias said. A recent Knights of Columbus-Marist poll found that 57% of respondents across political divides disagreed with using taxpayer dollars to fund abortions.

In a Monday statement, Marjorie Dannenfelser, president of Susan B. Anthony Pro-Life America, also remarked on the bill’s potential to defund the “Big Abortion industry, led by Planned Parenthood.”

“We are thankful to the Senate Finance Committee for including this major priority in the One Big Beautiful Bill Act,” Dannenfelser said.

On social media, Live Action President urged lawmakers to “Pass the bill!”

Since Donald Trump’s re-election, pro-life leaders nationwide have persistently called on the Trump administration to scrutinize and ultimately put an end to the ongoing federal funding of Planned Parenthood.

According to its official 2023–2024 report, Planned Parenthood brought in more than $2 billion in revenue during the year, $792.2 million (39%) of which came from American taxpayers through federal grants and reimbursements. 

The corporation reported performing 402,230 abortions in the 2023-2024 fiscal year.

While the federal Hyde Amendment prohibits the use of taxpayer money to pay for abortions, the abortion chain qualifies for the grants due to offering a small number of reproductive services or products, including STI testing and contraception, which it uses to secure clientele to direct toward abortion in the event of unsupported pregnancies. 

Pro-abortion Democratic Senator Elizabeth Warren suggested last week that a federal defunding of Planned Parenthood would lead to the shuttering of an estimated 200 abortion facilities nationwide, the vast majority of them located in states where abortion is legal.

“It’s one step closer to banning abortion nationwide,” Warren said.

Pro-life advocates look forward to the stripping away of federal dollars from Planned Parenthood as a major win for the unborn, but efforts against Planned Parenthood won’t be at an end with the elimination of federal grants and reimbursements.

States where abortion is legal are expected to ramp up their funding for abortion providers in anticipation of federal spending cuts. In Oregon, the biennial spending bill House Bill 5025 is slated to add an additional $10 million to its Oregon Health Authority (OHA) budget to offset the federal defunding of Planned Parenthood.
