Gov. Brown Signs HB 3391, Abortion Now Free in Oregon

Salem, OR—Today Governor Kate Brown signed House Bill 3391 into law, solidifying Oregon’s status as the most radically pro-abortion state in America. Abortions must now be covered 100 percent by all insurance policies, without a copay or deductible. HB 3391 also establishes a $10 million fund for illegal immigrants’ reproductive “care,” of which $500 thousand is estimated to be spent covering abortions. In addition, by passing HB 3391, Gov. Brown and Oregon Democrats are endangering billions in federal funding because HB 3391 violates the federal Weldon Amendment.

“There are many things that make Oregon a wonderful state. Unfortunately, HB 3391 is not one of them,” said Gayle Atteberry, ORTL executive director. “Today Gov. Brown demonstrated her extreme bias in favor of the abortion rights lobby, disregarding thousands of future Oregonians whose lives have been further endangered by making their elimination 100 percent expense-free.”

For policy holders of Providence Health Plan, the only company in Oregon with plans not covering elective abortion, abortion expenses can be fully reimbursed by the Oregon Health Plan.

“Oregon taxpayers already cover nearly 50 percent of all abortions in the state whether they like it or not,” said Atteberry. “By making abortion free, this percentage will inevitably increase. We also expect more late-term abortions, which are currently very expensive as well as risky to perform. All completely covered by either insurance companies or by the Oregon taxpayers.”

Oregon Right to Life will continue its successful work in educating Oregonians about abortion, fetal development, and other pro-life issues, work that has contributed to Oregon’s 40 percent drop in abortions. ORTL will also continue working to increase awareness and support of life-affirming alternatives to abortion.

  1. Pathetic. This governor does not represent me. As a taxpayer in this state, I see poor roads, poor test scores in our underfunded schools, and poor possibilities for job growth in areas outside of Portland. This is yet another example of the kingdom of Portland and it’s super liberal agenda dictating what the rest of the state must pay for and suffer through. I cannot wait to retire anywhere but here. It burns me to think that I will be paying for their decisions. Tragic mistake governor. I feel they should be spending tax revenue on the aforementioned issues and not on termination of a life.

My husband and I have always been proud to live in Oregon…the climate is great..not too awfully cold in the winter, pretty mild weather considering some of the other states, close to Oregon seashores, mountain resorts…ski slopes…was beautiful,…but now every summer we are cooped up in our homes because of the dense smoke, from forest fires surrounding us; very unhealthy and cancer causing…can’t enjoy the great outdoors and the beautiful scenery anymore in the spring and summer…Put our loggers back on the job and let them do their thing…they always took care of our forests and we rarely had forest fires as devastating as they have been the last ten years. And with our Governor declaring OREGON a sanctuary state…and making taxpayers fund abortions whether they want to or not..It’s not a nice place to live anymore…We have a high crime rate, we are considered one of the worse states to live in now, more divorces, less marriages…more homeless teens and abused children…high rate of suicides……we live on the sex trafficking corridor and we have more children in foster homes and still needing more foster homes because the children’s parents are not responsible…we have become a cannabis state and we have a high rate of meth/drug abuse…suicides are high here too. What happened to my beautiful state? And now ABORTIONS ARE FREE to one and ALL…Governor Brown declared all insurances HAVE to cover all costs…co-pays and all..for ABORTIONS…for MURDERING OUR UNBORN BABIES EVEN UP TO FULL TERM…NO QUESTIONS ASKED. We are no better than our ancestors of old who cooked their babies and ate them, etc. They were considered BARBARIANS…WHAT ARE THOSE WHO DO THIS??? THEY, THE DOCTORS, NURSES, ETC. WHO PERFORM THESE WILL BE HELD ACCOUNTABLE AS WELL AS THE WOMEN WHO HAVE IT DONE without a health reason…and all the people who voted for this action; also our Governor Brown for OR, who presented it and signed it into law. I would shudder to be in her shoes, it will not go well for her in the end…They not only murder our babies but baby parts are sold…parts are very much in demand. Look into it for yourselves. It will make you ill…I know it did me.

      This is yet another embarrassing, destructive and just plain stupid decision by a horribly discriminatory, unqualified governor.
      Browns disastrous possibly criminal mis handling of the Malheur incident, her insistence on supporting “sanctuary city” status, failure to act on rioting following election results, her unconstitutional gun policy and now this rediculious legislation (highlights of many indiscretions) despite of popular opinion opposition have proven she is neither capable of governing our state, nor does she consider the wishes of Oregonians while signing away our rights in favor of illegals, and her own wacked our opinions regardless of the impact or cost to those she supposedly works for.
      As a Oregon taxpayer I have no confidence in her ability to change, and definitely do NOT support or endorse any further destructive legislation from this person.
      I DO support wholeheartedly her immediate removal, and repeal of ALL legislation signed by her while in office.

  2. How very, very sad! My tax dollars are being used to kill children in someone’s body. No one has asked me for permission or explained to me why I have to do this…suddenly it is the law!

  6. Does the law also require prenatal care to be fully covered and free? Because if so, I’m all in favor. Women getting abortions just because they can’t afford to have kids have a reason to keep the baby, and women who need abortions for medical reasons can do so safely and without outrageous costs asking insult to their heartbreak.
    There’s no reason to expect the number of late term abortions to increase. They are risky, and only done because it’s a medical necessity, not frivolously.

    1. We do not take issue with the parts of this bill that do not relate to abortion. Late-term abortions are horrible but we are morally opposed to any abortion, no matter how early it is performed. At any point, abortion ends the life of an innocent, developing human being with an equal right to life and inherent value.

Oregon seems more interested in killing off its constituents than nurturing them on both ends of the spectrum: Babies and Seniors not to mention the tax burden on it middle class. How about a new motto, Welcome to Oregon, the State of Euthenasia, something for everyone.

  10. Ok this is what it takes for me to get up off the couch and to get involved. I am just devastated by what our governor signed. How in the world can she sign away a child’s life. It is in comprehensible to me. I do not want to be part of this, but because I live in Oregon I am. Let’s join together in prayer for God to intervene.   13. I do not live in Oregon but have worked on insurance issues. I was always under the belief that all policy holders should be held to the same standard and that one group could not receive preferential treatment over another. I have breast cancer and have to have a co-pay for my radiation treatments. whatever is not cover, I incur out of pocket expense. Do the insurance in Oregon cover this a hundred percent for free? if not, it is discriminatory if they grant that full coverage for abortion services and breast cancer and other claims are not so honored. I think any lawyer worth their salt would have a mighty challenge to this discriminatory law.

  14. Abortion as set out by the founder of Plan Parenthood was a way and means to kill off people of color. Don’t believe me, but Google it for yourself. Especially black people. Today more abortions are performed on black women than any other race.
    This governor is a Democrat the same party that formed the kkk that have killed people of color as well as whites who support the people of color. Need I say more as to the historical way that she and the Oregon Democrats base their desire to kill the unborn. They can’t kill the adults as the kkk did so they just kill them before they are born…

  20. I’m retiring soon, and since I love the weather on the coast, I had decided to stay in Oregon. Now that Governor Brown has signed this abortion law, I am seriously thinking of moving to Arizona. Arizona doesn’t get enough rain for me, but at least they don’t have a law like this one. This is pathetic. The estimated 500 thousand to be spent on abortions for women who are here illegally, could be better spent on affordable housing (of which there is a shortage of), educating Oregon’s youth, or a number of other important issues. I’m ashamed to admit I am an Oregon resident, but maybe not for much longer.
